No.  This does not mean you have to have a landing page (at least not as far as Google is concerned).

What Google is really trying to say here is not that your display URL must exactly match what you put in the Destination URL Field (or they wouldn&#039;t even need two fields), but rather that your actual FINAL DESTINATION must match what you put in the display URL field.  

It is still okay to use tracking code, and you do not have to put the tracking code in the display URL.
