Is it okay to start with a low budget?

Okay so.. I’m Totally new to the whole affiliate thing.. and I wanted to know.. can you have a monthly spending limit on google as low as 50 bucks a month without predicting total failure?

The short answer is yes.
It may take longer on a smaller budget to evaluate a campaign’s performance, and to re-evaluate performance after each tuning, but other than that, a low budget is not a prescription for failure.
Although a process that can be done in days or weeks, might take months instead at a lower budget level, it is certainly much safer to go slowly. If you have the time and patience to wait months for your results, I actually recommend setting the budget low (relative to your own financial situation).
